I don’t know if i understand your question. I believe you are asking whether the blocks are contextual based on content or if there is a group of people checking sites to see whether or not they should be blocked. We don’t know for sure because they don’t talk about it officially but it is probably both.
I wonder how does this blocking happens. Is it automatic or manual? Why are they blocked?
