It’s interesting that in the decades since that phrase came to be nobody has figured out rhe best way to win hearts and minds of a population is to not murder innocent members of that population.

You should be able to go up to the clerk at the ICC offices and be like “Hey this motherfucker was gonna/did do a genocide” and they’ll be like “I am literally just the desk clerk leave before I call security” but then you pull up your phone like “Here’s a video of them saying “Win hearts and mines”” and the clerk is like “Oh shit, guilty! Guilty! Immediate death sentence let me just stamp this piece of paper.”
