IIRC, the idea was that German Jews could buy lots of stuff from the German government (to stimulate the German economy), and then the German government would either deliver that to Zionists in Palestine, or the person who spent the money could move to Palestine (displacing local Palestinians if possible) and get that stuff delivered there by Germany. This was one of the ways to get rid of the native Jewish population by the Nazis (one of the many “solutions” before the “final” one), England tried a very similar thing by trying to move their local Jewish population to Uganda, and when that was rejected by Zionists, to Palestine.
