Regarding a murder case, they will turn them down if the collected evidence is inconclusive. That gives them a lot of leeway on whether to charge someone or not. If trying a murder case would rile up an entire community of immigrants, they will find magically fault with the evidence.

Where I live the DA is an elected position, so they choose cases based on political will. In a blue state they will look the other way at assaults, shoplifters, drug crime, if that is the way the political winds are blowing.
If you’ve ever had to actually DEAL with a DA you will quickly learn that they are the most incompetent of all the legal profession. You could sit in a court room and watch them bungle cases all day because they’re unprepared.
I’m sure the trump crowd will appreciate the presence of more Capitol police…
