Really? The key art even had two divers on it during early access. I just remember being kinda bummed when they said it wasn’t happening. I don’t think they knew how their game would turn out at that point and it did turn out great in the end.
A large portion of the player base wanted it because they advertised it as being a big feature of the first game and then walked back on it.
