Is there any harm in giving a device a Fixed IP (DHCP rez) as well as a Static IP (on device)?
I’m just trying to understand how these things work. Thanks!

No harm, but usually we only do this for a specific reason. Like giving a network printer a static ip address so windows can find it more easily on a day to day basis.
If you assign a static IP in the device, then that device will NOT request an IP from the DHCP server.
It’s simpler and safer to assign your static devices like routers switches printers a static address and then exclude those addresses from the scope.
