If we ever turn socialist, Europe needs to be balkanized in order to make sure the European powers could never again rise up to the power they previously held and continue terrorizing the world.
So, how would we balkanize Europe? What would make a region of lets just say: France suitable to become independent and weaken France as a whole. What regions should become independent?
No not that extreme, splitting a country into 3000 macro-states would be unproductive again but giving bigger regions like Bavaria their own sovereign state would be a possibility

i imagine an union/federation to sprawl from it soon if such a thing happens, to simplify diplomatic talks and shit
because i imagine it to be an utter nightmare to deal with
