I feel like those games do that because they want you to root for him as the underdog. There are a couple of times where the games go out of their way to point out that the way he is treated is unfair. At least that’s how I always saw it as a kid, it made me like him more. The ending of Partners in Time where all the toads go out of their way to thank Luigi is pretty wholesome.

The Mario and Luigi games are great and mire rpg games should aim for Saturday morning cartoon instead of anime. Luigi is such a lovable guy in those games!
