All through the 90s, the IMF or World Bank would give a loan, then refuse to pay a tranche unless Ukraine made deeper and deeper cuts. Then one or the other would offer a loan to cover the interest, so the next time they needed to borrow money, they had to borrow enough to cover the second, third, etc, loan; all the while, the bigger the loan, the worse the terms and the deeper the terms.
