In English it’s called Rime Ice which happens as fog (or a cloud in this case) freezes as it condenses on cold surfaces. It’s really beautiful, but a huge pain in the ass for lift operators since each chair will need a significant amount of beating to clean it off. I’ve never seen it this thick in person, but I’ve been to the tops of lots of mountains where it’s pretty common.
